目前,学术界和产业界对于我国VoIP的讨论多集中于政策、监管以及发展趋势等方面。但是当这一切都尘埃落定之后,是否意味着VoIP就能够取得成功呢?其实,VoIP本身就蕴涵了该业务成功的“四大秘诀”:价值V(value)、秩序O(order)、用户I(individual)和运营模式P(pattern)。因此,不妨这样理解VoIP:在良好的秩序下,通过合适的运营模式把更多的增值服务送达VoIP的最终用户,实现价值增值。

At present, in academic and industrial circles, the discussins on China＇s VoIP are mainly concerning the following aspects： policy, regulation, development trend etc. But when all these issues are settled, does it mean that VoIP Will achieve success？ In fact, VoIP itself contains ＂four secrets of success＂, i.e. V （value）, O （order）, I （individual）, P （pattern）. Therefore, we can understand VoIP in the following way： under prosper pattern, it will orderly transmit more value-added services to iadividual and realize the increment of value.
