This paper summarizes the attempt at the Web - based reform of the public English language teaching with the distance English language teaching model of ＂Orientation, Facilitation, Support, Interaction, and Emotion＂, with the intention of exploring the contents and forms for the interaction between the teacher and the students and among the students in the Web- based learning environment, in order to improve the public English language teaching Quality.
