Few records can be found of Hui Shiqi＇ s ＂rebuilding zhengjiang town for penalty＂. By re - examining Hui Shiqi＇s achievement in Guangdong, this paper denies Emperor Yong Zheng＇s inaccurate evaluation of Hui and tries to disclose the reason for the Emperor＇ s wrath within the political and cultural context of in the early reign of Yong Zheng and his strategy of ruling the state and using people of ability. This penalty was a disaster for the Hui family and exerted indirect influence on the Wu school of Qianjia Sinology.
