On the Guideline of Dealing with Group Events Related to Trust Appeal

能否妥善处置群体性涉访事件考验着党的执政能力。只有以科学发展观和正确的政绩观统领群体性涉访事件的处置工作,始终保持党同人民群众的血肉联系,坚持积极预防与妥善处置相结合,坚持依法处置与维护信访群体的合法权益相结合,才能顺利处理信访矛盾,达到减少损失、赢得民心和维护稳定的效果。

The disposal of group events related to trust appeal reflects the ruling ability of the Party. To achieve the goal of decreasing loss, winning the people and maintaining the stability, the following should be adhered to： the scientific outlook of development; the correct view of political achievement; keeping the close relationship between the people and the Party; the combination of precaution and proper disposal; the combination of legal dealing and protecting legitimate right of appealing people.
