社区治安中的多中心秩序与制度设计

Polycentric Order of Community Security and Relevant System Arrangements

社区治安的首要目标是使所有人在收敛和约束自己的行为中适应他人,以创造和平安详的社区初级秩序。在市场经济体制下,这种初级秩序的建立不能单纯依靠行政单一管理秩序,而由政府职能部门、社区自治组织、民间组织、驻区事业单位、市场组织、社区党组织和居民个人组成的治安志愿组织等构建的多中心治安秩序是创建社区治安初级秩序的重要选择。但在多中心秩序中,为了避免出现机会主义、“搭便车”等等不负责任的现象,需要“利益相关者”协同制定约束、规制各自行为的共同规则,这就是多中心秩序的制度安排。

The principal aim of the community security is to safeguard the public interest by restricting people＇s behaviors, thus to maintain the first-level （community） order. With the existence of the market economy, the first-level order can＇t be established only through the governmental conducts. Instead, concerted efforts should be made by the government offices, the community autonomic organizations, nongovernmental organizations, the enterprises, and so on. Such order is polycentric. The system arrangements should be based on the common regulations jointly constituted to restrict each concerned parties.
