摘要
针对国内城市新区开发不断升温的现象,分析了城市政府和市场在新区开发过程中的动力机制:在政府实现土地升值和房地产商实现利润最大化的驱动下,新区成功开发需要政府与市场的相互配合。在此基础上,提出新区开发的政府与市场的互动模式,即政府规划、投资引导,房地产商跟进与市民参与,并以广州市琶洲新区开发为例,演绎了政府与市场互动模式下的新区开发过程。
Analysis is made on the driving mechanism of the development of new urban district, It is considered that the development needs the mutual promotion between the government and the market, the co-function pattern is considered as: the government makes plans and guides the investment, the real estate development corporation follows, and the residents participate in. In this paper a case study of Pazhou in Guangzhou is taken as an example to deduct the pattern.
