摘要 基于黄土高原严重的生态环境问题,在分析黄土高原成因机理及结构特点基础上,探讨了黄土高原“土壤水库”的功能,研究了地表水库、土壤水库、地下水库三库协防在治理黄土高原环境方面的重要作用。结果表明,应将重建土壤水库,实现三库协防,作为构建和谐黄土高原,再现秀美山川的理论依据和指导方针,而地表径流调控与水土资源持续利用技术研究,可为黄土高原国土整治“28字方略”理论实现提供重要的技术支撑。 Aiming at serious eco-environmental problems on the Loess Plateau, the author analyzed loess forming cause, mechanism and its structure traits, investigated function of soil reservoir, furthermore studied important action of joint defense of ground reservoir, soil's reservoir and underground reservoir in reconstruction of Loess Plateau. The result showed that in order to construct harmonious Loess Plateau and reappear beautiful mountain, rebuilding soil reservoir and realizing joint defense of three reservoirs should be taken as theoretical basis and guidelines. Moreover, study on surface flow controlling and sustainable utilization of soil and water resources can provide important technical support for implementation of "28 character policy".
