摘要
针对成年人严重缺乏读、写、算等基本技能问题，英国政府在2001年启动了全国性的成人基础教育运动——“生活技能”计划。该计划通过进行具体达标规划、加大经费投入并简化拨款程序、激发学习需求、改进培训质量、利用新技术消除学习障碍等措施，提高了通过各种形式参与基本技能学习的成人数量。
Aiming at the problem that adults seriously lack of literacy and numeracy skills, England government has launched a national basic education movement for adults in 2001 ＂life for skills＂ project. Through measures such as increasing devotion of fiance and decreasing funding procedure, carrying out material programming for achieving objectives, inspiring learning requirement, improving training quality, removing learning obstacles by new technology, the project enhanced the amount of aduhs participate in learning basic skills by various means.
