Chinese Banking Industrial Organization： the Structural Lacunas and Promotion of Efficiency

中国银行业产业组织效率低下的一个重要原因是市场结构存在缺陷。中型银行的充分发展对于提高银行业的竞争和效率具有关键作用，应当支持其做强做大。四大国有商业银行必须进行产权结构和市场结构并重的综合改革。警惕其引入战略投资者后强化行业的行政垄断，由“内部人控制”演变成“外部人控制”，损害国家金融安全。同时应鼓励民营小型银行的发展。

The lacuna of Chinese banking industrial structure is one of the important reasons why the efficiency of China banking industrial organization is so low. Full development of middle-size banks plays a key role in promoting competition and efficiency of whole banking industry, so should be supported. We should deepen both property structure and industrial structure reforms of four big state-owned banks, meanwhile be alert to the enhancement of industrial administrative monopoly, and evolvement from insider control to outsider control so as to hurt national financial safety. At the same time, the development of private small banks should be encouraged.
