公共财政视野下的农村公共品供给制度创新

The Supply System Innovation of Rural Public Goods in the View of Public Finance

现阶段我国农村公共品供给不足、城乡差距拉大的问题较突出，成为我国经济社会发展中亟待解决的问题。随着我国经济社会发展进入工业化中期的新阶段，应加强农村公共品供给制度的创新，逐步加大政府对“三农”的资金投入。建立以工补农、以城带乡的长效机制，构建职责清晰、权责对等、多元投入的农村公共品供给体系，建立符合公共财政框架的农村公共品供给模式。建立农民需求导向的农村公共品供给决策机制，完善农村公共品供给监督约束机制。

In China it is quite prominent currently that the supplies of rural public goods are insufficient and the disparity keeps on enlarging between urban and rural development. It has been the critical contradiction needed to be solved. Along with Chinese economic and social development entering the new period of middle industrialization stage, it is necessary to increase the government investment for rural economy gradually. And it is also required to establish the effective system of and city-driving-countryside, and set up the supply system of rural public goods with distinct duty, reciprocal right and duty, abundant investment ways. Furthermore, we should build up rural public providing mode fitted in with public finance frame; establish the policy decision system of rural public supply according to farmers＇ needs; and perfect the supervision and constraint system of rural public supply.
