我国现阶段水资源短缺与水浪费、水污染及水土流失等现象并存。这与我国的福利水价体系不无关系。水资源产权所有者代表模糊和管理体制的“多龙治水”是我国引入市场定价机制、进行水价改革的两大难题。进行水价体系改革。必须明确水资源产权，建立水市场以及统一管理的水资源管理体制。

At present, shortage of the water resources ,serious waste of water with water pollution and soil erosion coexist in our country, to some extent, which are related to our country＇s water price system of welfare. The omission of property owner of water resource and ＂many sectors management＂ in management system are two problems in the process of introducing market pricing mechanism and carrying on the reform of water price. To reform water price system, the property owner of water resource must be defined; water market and uniform management system should also be set up.
