我们在出口包装质量检验和其日常监管工作中经常遇到这样一种现象:当某一出口商品包装及其包装件在使用或储运过程中出现破损、垮堆等质量问题时,包装用户往往把责任推给该出口包装容器生产厂(下简称“包装厂”),而受此责难的包装厂又常常不服,认为对方指责不公允,或是有意转嫁责任,等等。我想,他们彼此间之所以发生如此理不清的责任纠纷,不外乎存在两个方面的因素:其一。
