科学发展观是以人为本,全面、协调、可持续的发展观,其内涵十分丰富。通过阐释公正的内涵,并将科学发展观的内涵与公正的内涵相比较,我们就会发现科学发展观作为制度正义,实质上切合公正的要求。政府是社会公共管理的核心主体,因此,树立和落实科学发展观,关键是要求各级政府坚持公正行政。为此,政府必须按照公正行政的五项基本原则和十个基本理念的要求开展政府管理和服务工作。
