新疆巴州地区农村富余劳动力转移进展与对策

ON PROGRESS OF SURPLUS LABOUR TRANSFER IN THE COUNTRYSIDE OF BAYINGGUOLENG AUTONOMOUS PREFECTURE,XINJIANG AND ITS COUNTERMEASURES

农村富余劳动力转移在多数民族地区是一个急需进一步研究的课题。笔者以新疆巴音郭楞蒙古自治州为例,分析了这一地区目前农村富余劳动力转移的成就、特点与问题,分析了其未来一段时间的转移趋势和有利条件,在此基础上提出了加快农村劳动力市场体系建设、加快农村富余劳动力转移的制度建设和创新等对策性建议。

Surplus labor transfer in the countryside in many minority areas is a project to be further studied. Taking Bayingguoleng Autonomous Prefecture, Xinjiang for example, the author analyses the achievements, characteristics and problem of surplus labor transfer and the problem of surplus labor transfer at the moment, and the transfer tendency and favorable conditions in the near future, coming up with quickening construction of market system of surplus labor in the countryside, speeding up the system construction for surplus labor transfer and bringing forth new ideas and some countermeasure suggestions.
