On Obstacle Factors and Countermeasures of Farmers as the Main Body to Build the New Socialist Rural

社会主义新农村建设必须以农民为主体,但农民作为主体有认识、行为和体制制约三个方面的障碍因素。要充分发挥农民的主体地位,必须做到:改革涉农制度,建立农民权益的保护机制;采取切实措施,增加农民收入;不断增强和提高农民的综合素质。

We must regard farmers as the main body of building new socialist rural, but the farmers have three constraining factors： knowledge, behaviour and institutional obstacles. To give full play to the dominant position of the farmers we must do ： reform the agriculture-related system; establish themechanisms for the protection of their interests; take effective measures to increase the income of peasants; and improve their overall quality constantly.
