摘要
长期以来,由于种种原因,农村义务教育教师队伍的建设问题,一直没有得到很好的解决,成为制约义务教育均衡发展、实现高质量、高水平“普九”和“巩固提高”目标的关键问题。推行农村义务教育人事制度改革,必须从理顺教师队伍的“进口”与“出口”入手,建立合理有序的教师交流与新陈代谢机制与措施;建立教师工资保障机制,提高教师的各项待遇;建立科学合理的绩效评价与激励机制,充分调动教师工作的积极性和创造性;实行学校校长选聘制,提高学校管理水平。
For a long time, for various reasons, the construction of the rural compulsory education teaching body has never got a satisfactory settlement, and it becomes the key reason for restraining balanced development of compulsory education, realizing the goal of high quality, high level “ Universalization of NYCE” and“ Consolidation and Improvement” .To pursue the rural reform of personnel system of compulsory education, must start with full understanding of the “ entrance” and“exit” for the teaching body, then set up reasonable and orderly mechanism and measure for teachers' exchange and metabolism; Set up teacher's salary security mechanism, improve the teacher's welfare; Set up the performance appraisal with rational science and incentive mechanism, fully arousing their enthusiasm creativity; set up the selection system for school headmaster, raise the school administration level.
