村民自治是我国农村基层最基本的政治体制。通过分析认为合作医疗在性质上与村民自治具有相融性,以村民自治为基础,依托村民委员会开展合作医疗个人筹资具有可行性,并根据实例调查提出了具体的操作步骤,对可能遇到的不利因素也提出了相应的对策建议。
