宪政是现代国家普遍采取的政治制度。宪政是对政治权力的限制与制约,从而防止少数专权与多数暴政。然而如果对当代发达国家尤其是美国的近代政治社会发展史进行研究就不难发现宪政亦具有提高政府效能的功用。

Constitutionalism is the political system generally adopted by modem countries. Constitutionalism is the limitation and restriction to the political power, thus it prevents the minority despotism and majority tyranny. However, if we make researches on the contemporary countries, especially on the modem political and social history of the USA, it is easy to find that the constitutionalism also has the function of promoting the government effect.
