从“以市场换技术”战略绩效看FDI的技术外溢

From the Performance of the Strategy of "Make Technology by Market" to Look at the Spill of FDI Technology

造成我国FD I技术溢出效果不佳的原因,主要是人力资本存量不足、金融压制以及地方政府在吸引FD I方面的恶性竞争等。为此,我国应适时对“以市场换技术”战略进行微调,通过加大研发和教育投入,推进金融市场改革,引入民营资本,扶持我国企业走出去,以增强自主研发能力,用市场竞争迫使跨国公司对我国进行有效的技术转移。

The main reason to make FDI technology spill ineffectiveness in our country is the scarcity of human capital, the financial suppress and the malignant competition of attracting FDI between local governments. We should adjust in time the strategy of ＂make technology by market ＂by increasing the investment in education , research and development, and accelerate the financial market reform. We should absopb the civil investment, help our enterprises＂ going global＂, improve our independent ability of research and development, and compel multinational corporations to transfer their technology to China by market competition.
