Adaptability: Further Review of the Rural Credit Cooperatives Reform

当前对农信社改革的议论多集中在花钱能否买到机制上,其实怎样的机制最适合于农信社是更重要的问题。在对本轮改革政策、过程和有关认识反思的基础上,结合实地的农村和农信社调研,从正式规则和非正式规则相互关系的思想出发,作者提出了农信社改革应当适应于农村现实环境的原则。作者对农村环境与正规化、规模化商业金融的不相容性进行了总结,进而提出了农信社改革应向农村非正式规则靠拢的政策取向。

Whether spending money can buy the mechanism is the focus of the debates about the reform of the Rural Credit Cooperatives. In fact, seeking the most adaptive mechanism is more important. On the basis of further reviews and surveys of the local Rural Gredit Cooperatives, the author put forward the core reforming principle through the relationship of the formal regulation and informal regulation. It is the core principle that reform should be adaptive to the actual rural environment. The author summarizes the incompatibilities between the rural environment and the formal large scale commercial finance and presents the policy suggestions that the reform of the Rural Credit Cooperatives should be closer to the informal regulation.
