切实落实科学发展观 促进国际收支基本平衡

On the Equilibrium of the Balance of Payments in View of the Scientific Concept of Development

本报告从科学发展观与国际收支平衡、外汇管理的关系分析入手,分析了国际收支、外汇管理与科学发展观要求不适应的主要表现,以及不适应的制度、政策、市场因素,并就如何落实科学发展观、保持国际收支基本平衡,从宏观战略、本外币政策协调、资本项目、经常项目、汇率和外汇管理等方面提出了诸多政策建议。

In view of the scientific concept of development, the paper analyzes the main problem of the Balance of Payments and foreign exchange management as well as institutional factor and market factor. Some policy suggestions in terms of monetary policy, capital account and current account and foreign exchange control for the BOP management are proposed finally.
