摘要
陕西省通过建立水利建设基金、改革水资源费征收管理办法、利用市场吸纳社会资金等多种方式,逐步形成了多元化的水利投资新格局。但受长期计划经济影响,水利投融资体制仍存在一些问题和弊端,对此提出今后深化水利投融资体制改革的目标和具体措施。
A multi-channel investment pattern of founding water construction funds, reforming method of water resources fee collection and attracting investment from the market has been graduall management y formed in the Shaanxi Province. However, there are some issues and drawbacks in water finance and investment system because of the long-term influence of plan economy. Objectives and specific measures for deepening management system reform of water project finance and investment in the future are presented.
