对水电工程建设征地农村移民补偿安置的思考

The Discussion on the Compensation and Arrangement during Government Resettlement for Land Requisition in the Medium-and Small-Scale Hydropower Projects

以土为本安置移民的工作越来越难,水电工程建设征地的农村移民安置需要探索新的途径。为此,通过总结小水电站补偿安置实践经验,分析长期补偿安置的可行性和必要性,探讨可能存在的问题。结果表明,在政策条件成熟时,长期补偿安置是可以推广的。

As the farmland-orientated resettlement for reservoir project is becoming increasingly difficult, new approaches are called for. Therefore, through summing up the experience of compensation and arrangement for small hydropower projects, the paper analysis the long-term compensation placement feasibility and the necessity, and discusses the question. The result indicated, when the long-term compensation may be advocated when policy is appropriate.
