城市交通与环境可持续发展指标体系评估系统研究——上海案例应用

Evaluation system of urban transportation and environment sustainable development indicators—a case with Shanghai

可持续发展是一种将社会发展概念从单纯经济增长拓展到经济、社会、环境协调发展的城市发展新模式。交通环境的可持续发展在整个发展体系中占据着重要地位。本文针对目前大城市普遍面临的交通环境压力和经济、交通与环境系统的复杂性,通过构建经济-交通-环境间的压力与响应关系,建立了可用于“回顾过去、解析现状、瞻望未来”的城市交通环境可持续发展指标体系。采用隶属函数对单项指标进行标准化处理,对交通环境可持续发展综合指数的评价,采用层次分析法确定各指标的权重。采用Visual Basic 6.0及Of-fice的Access 2000,开发了交通环境可持续发展指标体系评估系统,并以上海市为案例进行了研究。本系统的开发可为城市交通环境可持续状况评价及发展对策的制定提供技术支持。

This paper intends to introduce the authors＇ research on an Evaluation Index System of Urban Traffic and Environment Sustainable Development in hope to relieve modem cities of their traffic and environment pressure while taking full account of the complexity of economic, transportation and environment factors faced by a metropolis. As is known, it has become a generally acknowledged target to set up a new urban development mode that will enable a metropolis to play its desirable function in ＂reviewing its past, analyzing its present and forecasting its future role＂ by means of evaluating the relation between the pressure it faces and the response it should give with the changing situation of the modem economic, transportation and environment development. Such a new urban development mode is called the Sustainable Development Mode, which acknowledges the concept of social development from the pure economic growth and extends the idea to a harmonious development of economy, society and environment. Based on the research and analysis of its authors, an advanced programming language, Visual Basic 6.0, and a database managing system, and Office Access 2000, the present paper has adopted a highly comprehensive evaluation system, which can provide technical support for the evaluation of the traffic environment situation and the corresponding measures to he taken. The subjection function method has been applied to standardize the single indicators, and finally an Analytic Hierarchy Process has been chosen to evaluate all the weights of indicators by taking as a case study the Number One Metropolis--Shanghai.
