The lack of talent resource and weak talent capital accumulation are reflected in the lack of investment in the development of talent resource and the serious brain drain in the less developed areas. To solve the problem, it is necessary to improve efficiency of investment under the guidance of scientific development view and to seek positively the realization of talent resource sharing with developed areas.
