规划修编中对前一轮规划的评价问题

Evaluation on Last Round Land Use Planning in the New Redevelopment of Land Use Planning

根据我国新一轮土地利用规划的工作要求,结合美国有关评价经验,提出了本次规划修编评价工作应以相关土地管理与规划的法律、土地利用实际状况为依据。提出以落实新的科学发展观,保障土地市场优良秩序,落实合理珍惜每寸土地,保护耕地的基本国策为目的。建议对上一轮规划的决策方案(目标任务、用途划分)、决策过程(技术与方法)、落实决策的措施等三方面开展评价,并系统地论述了评价内容指标和步骤,同时利用对上一轮规划的简要评价总结,对新规划修编提出了具体建议。

Combined with relative experience of American land use planning, based on the requirements of new land use planning of our country, this article advances that the evaluation should rely on our laws and regulations relevant to land use and the situation of land use. The paper advocates practicing the viewpoint of scientific development, insuring the nice order of land market, so as to treasure every inch of land and to protect the cropland. Three aspects of decision scheme, decision-making process and implementation measures are evaluated in the paper and the evaluation indictors and steps are introduced.Finally, applying the brief result of last planning evaluation, this paper puts forward some suggestions about the new re-developing land use planning.
