A Discussion on Use Right of State-owned Allocated Land

在简析我国划拨国有土地使用基础上,阐述了划拨国有土地的概念、取得、出租、抵押、价值等状况。通过国企改革中土地处置中的横向比较,分析该土地使用权是一种财产权,同时提出了我国国有划拨土地使用权改革的一些建议。

Based on an analysis of the use of the state-owned allocated land,this paper explains the concept of the allocated land as well as the obtaining, renting, mortgage and value of the land, and argues that the use right of the allocated land is essentially a right of property, along with some proposals for the reform of use right of the state-owned allocated land of China.
