建设工程质量政府监督任务委托实施招标投标制度是促进监督机构社会化改革的重大措施,基于群体决策监督项目招标评价改进层次分析法,把委托人的主观意愿和专家的经验智慧有机结合起来,实现监督项目评标过程的科学决策。
That government supervision on construction quality implements project biding system is an important measure to supervisory socialization reform. Improved AHP for biding evaluation on supervisory projects based on group decision organically combines trustor＇s preference and expert experience, and can achieve scientific decision during supervisory project evaluation.
