Multilateralism, From Old to New:A Theoretical Study of the Transformation of International Institutions

随着全球化和全球公民社会的兴起,国际制度日益面临合法性的危机。20世纪以来,国际关系领域中存在着一个制度化的趋势,推动这一趋势的重要理念就是多边主义。全球公民社会的兴起及其在国际制度领域中的作用,推动着国际制度的逻辑从旧多边主义向新多边主义转变。从全球化时代国际制度的合法性基础来看,文章得出如下结论国际制度的未来形态很可能是政府间国际制度、非政府制度和国家制度互动的产物。

With the rise of globalization and global civil society, international institutions have encountered a legitimacy crisis. Since the 20th century, as we all know, there has been a trend of institutionalization in international relations, and its major driving force has been the idea of multilateralism. The rise of a global civil society and its pressures on international institutions has prompted international institutions to change from the old multilateralism to the new multilateralism. In terms of the legitimacy of international institutions in the global era, the author concludes that the future pattern of international institutions will possibly comprise an interaction among intergovernmental institutions, nongovernmental institutions, and state institutions.
