Issues and Countermeasures for Rural Construction Lands

分析了当前农村建设用地的现状和存在的问题,并探讨了问题存在的原因,最后针对存在的问题,提出了应加强农村建设用地规划、加大村庄土地整理力度、加强体制建设和监管力度,增强农民法律意识以及利用市场经济手段的对策和措施。

For a long time, the construction of rural residence is basically in spontaneous condition. The basic characters of rural residence lands are dispersible, disordered and low-level. How to do the management of rural residence lands well be a significant subject currently. By means of national statistic data, in this paper the eondltions and issues about rural residence lands were analyzed. Then, the reasons were discussed. Finally, countermeasures and steps were also put forward to resolve the existing problems, such as enhancing rural residence land use planning, increasing the power of rural land adjustment, strengthening the construction of policy system and supervise, building up the law consciousness of peasants and utilizing the market economic measures.
