从政府角度来看,转型期我国政府职能的转变主要受到政府职能界定、政府传统观念、政府利益集团与政府失灵四大现实因素的约束。为克服这些约束,我们必须采取措施克服政府职能界定的困难和明确政府职能范围;必须通过外生变量促进政府观念转变;必须约束政府利益集团寻租的行为,处理好政府集团自身的利益;必须通过转变政府职能和提高政府职能效率来解决政府失灵的问题。
