摘要
In 2005, the Ministry of Science and Technology entrusted NSFC with the task of evaluating 41 state and ministerial key labs in the operation scope of Mathematical and Physical Sciences, and Earth Sciences respectively. According to the issued （July, 2003） evaluation rules, standards for state key labs, and the Detailed Implementation Rules for the Evaluation Procedure for State Key Labs designed and issued by NSFC, the state labs in Mathematical and Physical Sciences were separated into 2 groups first, and then were evaluated on site by evaluation panel within the period from March 18 to April 1; the left state labs in Earth Sciences were divided into 4 groups, and evaluated on site within the period from April 9 to 25.65 experts coming from two different areas formed two evaluation panels. These panels detailedly evaluated those state labs in their research ability and contribution, research team construction, talents fostering, and channel construction for research exchange. Then, they credited the research achievements of these labs. They also figured out the deficiencies in these labs and proposed their improvement directions.
