现代社会中,图书馆作为一种社会公共资源存在,其本质是区别私人占有的图书的所有形式。这种所有形式的效率基础就在于图书价值创造与图书私人所有所产生排他性之间的矛盾。如果不解决二者矛盾,就会减缓知识在社会中的传播速度,减慢社会文明的进步。要解决上述矛盾,需要以图书公共占有形式存在的图书馆以及相应地提高图书使用效率的制度建设。

In the modern society, as an existence of public resources, the library is apart from the form that books are owned by individuals in nature. The efficiency basis of this form of possession is on the contradiction between the value creation of the books and the excludability resulted from the private property right. Without solving the contradiction, the broadcasting speed of knowledge and the progression of civilization would be slowered. Solving the contradiction requires the existence of library and the institutions to improve the using efficiency of library.
