摘要
认为漠视或规避多元主体利益间的冲突是传统区域规划失败的根本原因,维护公共利益是区域规划的本质要求。从以长江三角洲为例,从公共利益的概念和特征入手,分析了公共利益实现的三种基本途径,在此基础上,提出了区域规划编制与实施管理调整若干建议,从而提高区域规划编制的合理性、决策的科学性和实施的可行性。
Ignoring or dodging the confliction among multiple interest groups is the fundamental reason that caused the failure of traditional regional planning, while safeguarding and increasing public interests is the essence of regional planning. Taking Yangtze River Delta a case, this paper analyzes the three basic measures of realizing public interests based on its conception and characteristics, and puts forward several suggestions so that the rationality of regional planning, the scientificity of decision making and the feasibility of implementation can be improved.
