能源技术创新对经济、能源及环境的影响

摘要 能源与经济紧密相连,而能源与环境更是紧紧相扣.经济的发展高度依赖能源所提供的动力,但是能源的过度使用却也反过来透过对环境产生负面冲击的方式,抑制了经济的成长.基于此,藉由促进能源技术的创新与应用,或许是达成经济持续成长与环境质量提升双赢局面的终南途径之一;而在分析经济、能源及环境的互动过程时,有没有及如何将能源技术创新及内生学习效果纳入考虑,也将是能否更精确衡量冲击或政策效果的关键影响因素(Goulder和Mathai,2000;Kemfert,2005).透过类似Kypreos (2005)在MERGE模型中处理能源技术创新与学习效果的方式,将台湾动态一般均衡模型中电力技术之学习效果籍由部门技术变量内生变动的处理方式,重新检视相关政策对总体经济、能源及环境等方面之影响.结果显示,技术创新与学习所带来的“扩张产能”、与“降低成本”效应,一方面会给经济带来正面的影响,另一方面也降低了污染排放的轨迹.而模拟分析结果也呼应Goulder和Mathai(2000)、Kemfert (2005)及Kypreos(2005)等之结论,再次突显能源环境评估中纳入能源技术创新考虑的重要性. Sources of energy arc closely linked to economy, and even more connected with environment. The rapid development of economy relies on the power provided by energy resources. However, the over-consumption of energy may bring about negative effect on environment, stifling economic growth, For the above-mentioned reason, promoting the innovation and application of energy technology could be one of the effective ways to keep sustained development of economy and inprove the quality of environment. Following Kypreos' innovation of energy technology and learning-by-doing approach in MERGE Model, this paper reviews the influence of the related policies on the overall economy energy resources and environment. The result shows that the effects of expanded productivity and cost reduction. The innovation of energy technology and influence economy positively but also reduce pollutant learning-by-doing approach have brought about can not only emission. The result of the simulated analysis in this paper is in agreement with Goulder's, Mathai's, Kemfert's and Kypreos' conclusions, which once again demonstrates the importance of taking the innovation of energy technology into the assessment of energy environment.
