运用“节能省地”的开发理念,从观念、技术、政策三方面推进小城镇住宅合理建设和可持续发展,从根本上提升小城镇居民和乡村农民的居住水平和生活质量,构建社会主义和谐社会。
Based upon development idea ＂energy and land saving＂, from three aspects： idea, technology and policy suggestions are proposed in order to promote housing construction and sustainable development of small cities and towns in order to upgrade dwelling level and quality of life of villagers and residents in small cities and towns to building harmonious society.
