从莱茵-鲁尔区的改造看辽中南地区资源型产业结构升级

THE STUDY OF INDUSTRY CONVERSION OF RUHR IN GERMANY AND THE ADJUSTMENT OF THE INDUSTRY STRUCTURE——THE CENTRAL AND SOUTHERN LIAONING PROVINCE AS AN EXAMPLE

辽中南地区是我国重要的重工业基地。该区矿产资源丰富,这些资源的开发利用为该区的经济发展奠定了雄厚的物质基础。在经过几十年的高强度开采之后,后备资源明显不足。如何解决这些城市的资源型产业结构转型问题,本文借鉴德国鲁尔矿区转型的成功经验,分析了辽中南地区产业转型的优势和劣势,指出要实现辽中南地区矿业城市的产业结构的成功调整,应充分利用其地域优势,发展产业集群;重视城市间产业的上下游联合;加快科技成果的转化;创造良好的投资环境,积极吸引外资,创建产业转型升级的强大支撑体系。

Liaoning Province is an important heavy industry base in our country. Because of its abundant in mining resources, the exploitation and utilization of these resources have settled rich foundation for the economic development of the Central and Southern Liaoning Province. However, many problems, which may cause the ruin of the Resources-dependent cities, are brought by un-advanced facilities, lower technology and higher consumption of energy sources. How to solve these problems, and realize the sustainable development of these cities, the paper analyzes the characteristics of the Central and Southern Liaoning Province based on the conversion experience of Ruhr in Germany. Finally, the suggestions on corresponding countermeasures are put forward, such as developing Industrial Aggregation based on the advantage of zone, paying attention to the industrial combination between cities, facilitating transformation of technological productions, creating favorable condition for investment, and so on.
