改革开放以来,我国政府的社会管理取得了显著成效,同时又存在许多不足。社会进步和时代发展需要加强和完善我国政府的社会管理。加强和完善我国政府的社会管理,要正确定位我国政府的社会管理职能;完善社会自我管理机制,实现政府与社会组织的良性互动;加强政府社会管理的透明度、回应性和服务性;实行法治、人治、机治三维管理;引入竞争机制。

Since reform and opening-up, the government in China has made remarkable achievements in the social management, while there are many deficiencies. Social progress and era development call for the strengthening and perfection the social management of our government. To reach the aim, the orientation of social management＇s function of the government should be confirmed, themechanism of social self-management should be perfected, the benign interaction between the goverrcment and social organizations be realized, the transparency, response and service function of the government＇s social management be strengthened. The management of ruling by law, by man and by mechanism will be conducted and the mechanism of competition must be introduced.
