To participate in the global economy, it is necessary for state-owned enterprises to upgrade its competitiveness, and the key is to strengthen the organizational culture. The basic ways are as follows: obeying the rules of enterprises by the leaders, constructing the proper value conception and the collective prospect, building the appropriate incentive mechanism, cultivating the educated staff, and keeping on learning and innovating etc.
