飞地型城市化过程中的土地利用问题研究——以南宁市仙葫经济开发区为例

Research in Land Utilization Problems of the Process of Enclave Urbanization——A case study in Xianhu economic development zone of Nanning city

南宁市仙葫经济开发区的建设,属于飞地型城市化过程,土地利用存在缺乏科学规划、占用耕地严重、利用方式粗放、国有土地资产流失严重等主要问题.通过完善土地利用规划、严格土地征用管理、坚持土地集约利用、规范和完善土地市场、发挥政府的积极作用等措施,可以促进土地资源的持续高效利用.

A study is made of the current situation about land utilization in the case of Xianhu Economic Devecopment Zone. Researches indicate that in the course of the Enclave Urbanization, main problems emerging forom land utilization are as follows： land - planning lacks scientificity, cultivated land has been inappropriately occupied, the stateowned land property is draining seriously. In response to these, countermeasures should be taken to improve the planning in land utilization, in management of land acquisition, so as to regulate the land market through positive government functions to promote the efficiency in the use of land resources continuously.
