摘要
传播政策,作为公共政策系统中的重要组成部分,其职能的确立和发挥在当今传媒社会中,在当代民主的时代背景下,有着至关重要的作用。近二三十年来,在我国,传播政策环境发生了巨大而深刻的变化,如国内大众传媒产业化的实现及传媒业蓬勃发展,国内民主政治进一步发展,跨国媒介企业的“中国”经营战略和文化帝国主义的渗透等等。与之相对应,我国传播政策系统反应严重滞后,不仅政策条款陈旧,而且事实上仍存在着传播政策政治职能过于强调而经济、文化职能薄弱甚至缺失的“一强二弱”局面。当前,我国传播政策的职能将如何重新定位,传播政策又将如何进行相应的调整与革新,是本文探讨的目的之所在。
Communication policy is one of important parts of the public policy system, whose function determination and realization in today' s information and democratic society play a great significant role. In recent 30 years, the surroundings of communication policy have changed a lot, such as the achievement of Chinese media reformation and the great development of Chinese media,the development of democracy in China and so on. Unfortunately,the Chinese communication policy system reacts to all of these alteration little. In addition, in Chinese communication policy system, the politic function is strong whereas the economic and cultural ones are weak, which have negative effect not only on communication policy system itself but also the whole society system. What is nowadays Chinese communication policy function and how to realize some alteration according to recent policy surroundings are the goals of this thesis to realize.
