With the book prices is higher and higher, the increasingly falling purchasing power results in the reallocation of money and the cut - down of books in both amount and variety in libraries. Meanwhile, as the scale and quantity of document delivery services are increasing, some libraries commence employing part of the money which are originally intended for purchasing primitive documents as document delivery fees in order to satisfy the needs of readers. The paper discusses how to develop the document delivery service, and to optimize the allocation of the document resources. Finally the relevant suggestions are offered.
