中国农业政策对农业支持水平的评估

The Evaluation on Agricultural Support Level of Agricultural Policy in China

本文运用OECD政策评价方法对我国1994-2003年农业支持水平进行了评估。结果表明,我国农业支持水平总体呈上升趋势。20世纪90年代后期农业基础设施投资的大量增加、粮食保护价收购政策的实施使得农业生产者支持水平从2000年起由负值向正值转变。但是与世界发达国家相比,我国的农业支持水平依然很低,政府应进一步加强对农业的支持和保护力度。

The paper evaluates the agricultural suppert in China during the period of 1994 - 2003 by using the OECD methodology of agricultural policy. The research conclusions demonstrate that the general support level of agriculture shows an upward tendency, the policies such as the increase of investment on agricultural infrastructures and the implementation of grain protective prices in the late 1990s made the producers＇support estimate shift from negative to positive. Nevertheless, the support level in China is still very low compared with some developed countries; the Chinese government should further strengthen the support and protection of agriculture.
