以内蒙古乌审旗为例，在调查研究该旗沙化土地治理现状的基础上，剖析毛乌素沙地防沙治沙面临的形势和任务，结合三北防护林体系四期工程建设，提出了毛乌素沙地“十一五”综合治理要以科学发展观为指导，调整发展思路，实施“区域治理、重点突破”战略，坚持发展、保护和提高并重，以发展、保护为主，坚持“精造林、大封育、广飞播”，实行项目管理，落实责任措施。
