摘要
通过对乡镇水利站改革的相关政策进行研究,就乡镇水利站的设置、管理体制、职能、定性、经费渠道、定编定岗、人员分流以及经营性资产的处置等问题,提出了相应的政策意见和对策。强调:坚持以乡镇设立水利站,是农村水利可持续发展的实际需要;在管理体制上,应作为县(市)水行政主管部门的派出机构;水利站应定性为公益性事业单位,其工作人员经费和必要的工作经费,应当纳入县级财政预算;要坚持“精简、效能”的原则,合理定编定岗,妥善安置分流富余人员,正确处置水利站的经营性资产,以保障和促进农村水利的持续稳定发展。
Aiming at the problems of set-up, managerial institution, functions, working character, fund sources, vacancy definition, staffing and disposition of operational assets, after researching on relevant policies of township water management stations reform, corresponding countermeasures are proposed. It is stressed that set-up water management staff at township level is the basis on the factual requirement of sustainable rural water development; the station should be a representative or dispatched agency of water administrative agency at county or city level; the station should be defined as a public-interest unit and funding and salary should be incorporated into financial budget of county government; the principles of effectiveness and efficiency should be adhered to define vacancies, appropriately arrange surplus staff, rightly dispose operational assets, so as to guarantee and promote sustainable and steady rural water development.
