Discussion on reform mode of grass-roots water management unit

湖北省潜江市水利局对全市乡镇水利站进行了改革尝试,并从实践中探索出“按流域设置机构,强自身造血功能,建发展长效机制”的改革模式,为推进农村水利事业健康发展,保证水利工程正常运行,取得了比较好的效果。

Water Resources Bureau of Qianjiang City conducted a reform trial to township water management stations, It explored a reform mode of setting unit in line with rive basin, strengthening unit＇s self-improvement capacity, and promoting long-term development with institution and mechanisms from its experience, which have achieved a sound result in enhancing healthy development of rural water course and ensuring normal operation of water structures.
