Analysis on water consumption in key economic development indexes of China——Interpretation on industrial water conservation target in the Outline of 11th Five-Year Plan

从分析我国“十五”期间主要经济发展指标用水量的变化出发,解读《“十一五”规划纲要》列入的单位工业增加值用水量降低30%(约束性指标)的内涵,得出“十一五”期间万元工业增加值用水量应年均下降7.4%。要实现这个目标,必须转变发展观念,合理调整产业结构和布局,采取综合措施,大力发展循环经济。

The paper analyzes the intension of 30% reduction of water consumption in the unit increase of industrial value listed in the Outline of llth Five-Year Plan, taking consideration of water consumption changes in the key economic development indexes of China in the lOth Five-Year Plan period, which enhances our determination and confidence for the realization of this target.
