摘要
黄河流域属水资源短缺型区域,水资源短缺制约了区域经济社会的发展。运用水权、水市场理论开展的黄河水权转换实践,是黄河水资源管理制度的创新。根据目前宁夏、内蒙古两自治区的水权转换实践,初步分析了黄河水权转换实践所产生的社会价值、经济价值和理论价值。
Yellow River Basin is classified as water-shortage area, Which restricts regional economic and social development. Water right transfer in the Yellow River Basin by implementing water right and water market theories is an innovative practice of water resources management system. The social, economic and theoretical values generated from water right transfer in the Yellow River Basin are analyzed, according to the current water right transfer of the Ningxia and Inner Mongolia autonomous regions.
