Current Characteristics of the Structure of China’s Financial Expenditure and Adjustment and Optimization

财政支出结构反映了一国财政的性质。通过分析和比较当前我国财政支出结构特点以及其带来的经济社会问题,提出了按照公共财政的要求,减少对竞争性领域的财政投资,改变对基础设施和基础产业的财政投资方式,削减行政费用的支出,加大教育、科技、社会保障和农村公共品等的投入,调整优化我国财政支出结构的政策建议。

This paper offers a comparative analysis of China’s current characteristics of the structure of financial expenditure and its defects that affect her economy and society. In order to establish public finance, now, the financial investment in certain areas should be decreased while the mode of investment in infrastructure and basic industry should be changed, the scale of administration fee should be cut down, but the expenditure on education , science and technology ,social security and welfare and rural public goods etc. should be increased so that the structure of China's financial expenditure can be adjusted and optimized.
