摘要
《基础学位计划》是英国政府2000年7月颁布的政策文本,是英国政府为满足知识经济社会发展对技术教育的需求而进行的高等教育学位制度的重大改革。它反映了英国高等教育发展的“国家本位”倾向,体现了人才培养的市场导向与政府宏观调控计划比较紧密的结合,渗透着合作的理念。这对我们具有一定的启示意义。
Foundation degree, which is a new, intermediate, vocational high-level qualification, was announced by U.K. Department for Education and Skilis in 2000. Development of economy and society produces a large requirement of intermediate, high-level technicians and administrators. It is significant to meet the needs of economic development by means of education and to coordinate the relationship between higher education and labour market. Therefore, it is necessary that the degree reform of higher education changes from academic research to concerning social requirement. Policy Foundation degree prospectus（2000） is a significant degree reform, reflects ＂state-based＂ trend of U.K. higher education, embodies the close integration between market and government, implies ideas of cooperation, and we can use it for reference.
